
Rescuers Should Not Be Criminals
A Border Policy Built on Courage Not Fear

Recent events at the southern border have brought national attention to an ongoing crisis not just of immigration, but of morality. Mexican families crossed into the United States during a humanitarian emergency to offer aid. They came not with weapons, but with water, medical supplies, and compassion. In return, they were arrested, criminalized, and used as examples in a broken political narrative.
This campaign strongly condemns those arrests and the harmful policies that allowed them to happen. No one should ever face punishment for trying to save a life. Those families responded to danger with bravery something that should have been honored, not punished.
The Governor who proudly declared that “anyone crossing the border would be arrested,” regardless of their intent, created a situation where life-saving efforts were suppressed. That kind of leadership isn't just irresponsible it costs lives. If someone with a medical license had failed to act under those same circumstances, their credentials could have been revoked under standard medical board rules. In many states, refusing to perform CPR or other emergency care based on race, nationality, or bias can lead to immediate disciplinary action, including loss of licensure. Yet no such accountability exists for governors, sheriffs, or officials who actively block help. That must change.
In this campaign, we believe courage should be met with opportunity not cuffs. That is why the following commitments are central to the Badger 2028 platform:
Rescue Border Crossings Policy
A new legal classification will be created to protect individuals who cross the U.S. border to provide life-saving aid during federally declared emergencies. This policy will:
Grant temporary humanitarian clearance to any non-citizen offering emergency aid.
Offer a path to U.S. citizenship to those who provide verified rescue support.
Ensure all charges related to their crossing for humanitarian reasons are immediately dropped and expunged.
Recognize their actions as heroic, not criminal.
Legislation and Enforcement
Two federal initiatives will be pursued
1. The Federal Emergency Rescue Protection Act (FERPA): Legally protects any individual crossing a border solely to assist in an emergency.
2. Obstruction of Humanitarian Aid Reform: Holds public officials accountable including governors and law enforcement for knowingly interfering with life-saving rescue efforts.
Public servants cannot be allowed to stand in the way of compassion without consequence. When a government discourages help during a crisis, it ceases to serve the people. Courageous action should be honored. In this America, those who step forward in moments of danger regardless of their nationality will be seen as the heroes they are.
If elected in 2028, this campaign promises to bring humanity back to the borders. These policies will ensure that America becomes a country that doesn’t just build walls but also opens its arms to those who rise up in service of life.
Because no one who saves a life should be treated like a criminal.
